Hossein Ghazavi, Vice Governor (Economic Affairs)

Hossein Qazavi was born in 1345 (1966) and finished intermediary and high school education in Isfahan. He immediately entered Imam Sadeq University in 1363 (1984) to continue his education in Economics.

Academic Background:
He received his post graduate degree (M.S.) in Economics with grade average A. The topic of his thesis was "European Economic Unity, Assessment of Its Effects on Iran Trade Models". In 1365 (1986), while still in university, he acquired the title of the distinctive linguist (French), and was honoured with visiting Holy Mecca. In 1378 (1999) he presented his doctorate dissertation under the guidance of Dr. Akbar Komijani and associate professor Dr. Parviz Davoudi. The topic of the dissertation was "An Assessment of Effects of Monetary Policy on Business Cycles in Line with Strengthening the National Security".

Foreign Languages:
Dr. Qazavi has command over English, Arabic and French languages.

Work Experience:
He was employed in Ministry of Economic Affairs and Finance in 1368 (1989) as an economic expert. He became head of International Organizations Group in 1370 (1991), passed courses on financial planning in Turkey and Washington organized and held by International Monetary Fund. For a year he served as Deputy of the Office for Research, Monetary and Trade Policies and Services. Then he served for seven years as Director General for the Office. The experience helped him in acquiring skills in conducting analyses on Economic status of the country, specifically in relation to money and capital markets and foreign sector of the economy. Mr. Qazavi was also a member of Monetary Policy Committee in charge of compilation of the Third Development Plan. In 1381 (2002), when the Office for Performance Evaluation to the Public was established in the MOEAF, he became the head of the Office by decree issued by then the Minister. During 1381 and 1382 (2002 – 2003) he took 6 rounds of 15-day trips to Vienna as member of the International Ad hoc Committee in charge of Compilation of Draft Convention on Fighting Corruption. He was appointed Director General of the Office for Loans, International Organizations and Institutions in 1384 (2005). In 1385 (2006) he served as member of the Board in Export Development Bank of Iran.

Educational Experience:
Since 1372 (1993) Mr. Qazavi has been lecturing courses on "Money, Foreign Exchange and Banking", "Macroeconomics" and "Microeconomics" in different universities.

Field of Expertise and Interest:
Monetary Policy, Financial Markets and International Trade.

Research:
Dr. Qazavi has been in charge of conducting a number of research projects including: "Inflation and Counter Strategies", "Assessment for Free Trade Zones", "Assessment of Real Non-Oil Exports", "An Essay on Border Markets", "Estimation of Potential Foreign Exchange Rate for Imports", "An Assessment of the Economic Performance of the Stock Exchange Market", "Causes and Effects of the Modality of Management of Banking Interest Rates", and "Consequences of Money Laundering". Dr. Qazavi has written various articles in relation to his field of expertise and interest.
